Recently, we have been receiving many enquiries regarding Chinese citizens who would like to immigrate to Hong Kong. In order to help providing some clarity, we have prepared this comprehensive guides for Chinese citizens holding Chinese passports who wish to immigrate to Hong Kong.

 

Advantages of Immigrating to Hong Kong

There are various advantages of immigrating to Hong Kong. As one of the leading international financial centers, Hong Kong is a prime location for financial services and home to many financial institutions. Hong Kong’s financial markets operate under effective and transparent regulations that are in line with international standards. Located at the heart of Asia, Hong Kong thrives on close financial integration with Mainland China. It also has extensive networks with the rest of the world, and becomes the global commercial and financial hub.

Immigrating to Hong Kong not only means you can immigrate with your family, but by becoming residents, you can travel freely to other countries and live under the sound legal system of Hong Kong. Hong Kong has a low and simple tax regime and no heavy tax burden for residents. In terms of business, Hong Kong implements a free trade policy which allows free flow of capital. There is no foreign exchange control which for sure can benefit entrepreneurs’ investment.

With Chinese passports, Chinese citizens can apply to immigrate to Hong Kong with their spouse and unmarried children under the age of 18.

  • No currency exchange control

Hong Kong is a free economy. There are no foreign exchange controls in Hong Kong so that capital can flow in and out of Hong Kong without restriction.

 

Hong Kong Visas for Chinese Citizen

The following are types of visas for Chinese citizens who wish to enter/stay in the (HKSAR).

1. Investment as Entrepreneurs

This is for persons who wish to enter/stay in the HKSAR for investment as entrepreneurs under the General Employment Policy (GEP), i.e. to establish or join in business in the HKSAR. The applicant must have been residing overseas for at least one year immediately before the submission of application [“overseas” means places outside the Mainland, the HKSAR and the Macao Special Administrative Region] and that the application is submitted from overseas. Applicants should be a person who has good education background, good technical qualifications, proven professional abilities and/or relevant experience and achievements may be considered. The approval result is expected to be received around 6-8 weeks later after the submission of the document.

2. Admission Scheme for Mainland Talents and Professionals (ASMTP)

This is for persons who wish to enter/stay in the Hong Kong for employment. Chinese residents who possess special skills, knowledge or experience of value with a confirmed offer of employment and is employed in a job relevant to applicant’s academic qualifications or work experience that cannot be readily taken up by the local work force can apply. The success rate will be higher if a person who has good education background, good technical qualifications, proven professional abilities and/or relevant experience and achievements. There are no quota limited and no industry restrictions on this plan. The approval result is expected to be received around 6-8 weeks later after the submission of the document.

3. Quality Migrant Admission Scheme

This is a quota-based entrant scheme. It seeks to attract highly skilled or talented persons to settle in Hong Kong in order to enhance Hong Kong’s competitiveness. The success rate will be higher if a person who has good education background, good technical qualifications, proven professional abilities and/or relevant experience and achievements. Successful applicants are not required to have secured an offer of local employment before their entry to Hong Kong for settlement. The approval result is expected to be received around 3-6 months after the submission of the document.

4. Studying in Hong Kong (Students Visa/IANG Visa)

It is an entry policy introduced by the HKSAR Government for students studying in Hong Kong. Students who have enrolled in a 1-year full-time undergraduate course or above in Hong Kong can obtain a Hong Kong identity card. After graduation, the student visa can be changed to IANG visa to work in Hong Kong.

5. Technology Talent Admission Scheme (TechTAS)

TechTAS provides a fast-track arrangement for eligible companies to admit non-local technology talent to undertake research and development (R&D) work for them in Hong Kong. Eligible companies would first have to apply for a quota. A company allotted with a quota by the Innovation and Technology Commission (ITC) can accordingly sponsor an eligible person to apply for an employment visa/entry permit within the 12-month quota validity period. A person should be a degree-holder in science, technology, engineering or mathematics (STEM) from a well-recognised university, work experience is not compulsory for those with a Master’s or Doctoral degree, whereas those with a Bachelor’s degree only should possess a minimum of one year of work experience in the relevant technology area. A person employed in a job relevant to applicant’s academic qualifications or work experience that cannot be readily taken up by the local work force can apply.  The work mainly comprised conducting R&D in the areas of artificial intelligence, biotechnology, cybersecurity, data analysis, financial technologies, material science, robotics, 5G communications, digital entertainment, green technology, integrated circuit design, Internet-of-Things or microelectronics. The approval result is expected to be received around 2 weeks after the submission of the document.

 

*Persons admitted under the above visa programs who have resided in Hong Kong for a continuous period of not less than 7 years may apply for the permanent right of abode and a permanent identity card.*

Notes for Applicants

Applicants who is eligible for the above requirements with no serious criminal records can provide all related documents for application. Successful applicant must come to Hong Kong specified in the visa permit label and make an appointment to apply for a Hong Kong temporary identity card within 30 days. After about 2 weeks, they can go to the Immigration Department to collect the temporary ID card.
